The state authorities had on Saturday suspended the internet and SMS services till Sunday noon.
In a video message on Sunday, Mann also thanked the people of Punjab for their cooperation and said he does not want the youth to be misled by people with vested interests who run their shops by driving a campaign against the country.
Police said they have made five arrests in the incident. Those arrested have been identified as Prabhjit Singh, the main accused, Kulbir Singh, Sahib Singh, Gurjant Singh and Ninder Kaur, they said.

Harsimrat Kaur Randhawa, a 21-year-old Indian student, was killed by a stray bullet in Canada while waiting at a bus stop. However, the Army, in a statement, said since Singh's cause of death was a self-inflicted gunshot injury, no guard of honour or military funeral was provided, in accordance with the existing policy.
